AMRITSAR SAHIB, Punjab—Political prisoner, Professor Devender Pal Singh Bhullar, was produced before the Terrorists and Disruptive Activities (TADA) court in Amritsar today in relation to a case registered against him by Batala police in 1992.  Bhullar was indicted in this case in February of 1995 on the basis of the testimony of an undisclosed person.
The case pertains to an alleged police encounter in which two Sikhs, Bhai Gurmej Singh Geja and Bhai Joga Singh were martyred. Bhullar was charged under sections 307, 34 of the Indian Penal Code(IPC), sections 25, 24, 59 of the Arms Act, sections 3, 4, 5 of Terrorists and Disruptive Activities Prevention Act (TADA) and sections 4, 5 of the Explosive Act.

Bhullar’s legal counsel, advocate Jaspal Singh Manjhpur, said that he contended before the court that Bhullar was framed in the case, with the intention to exploit him. He added that the charge sheets lodged by the police of Batala make it clear that the case is fabricated.
The transfer of Bhullar to Punjab was approved by the Punjab government last year, which was under pressure from Bapu Surat Singh Khalsa’s struggle. He was transferred to Amritsar jail in May of 2015. Bhullar,  who suffers from schizophrenia, was admitted to the psychiatry ward of Guru Nanak Hospital, where he is still under the care of doctors.
